11th International CEREAN Conference

Improving legislative system and realtor technologies -
important factors for attracting investors

On 13-15th October, 2005 Kiev hosted the 11th International Conference of Central European Real Estate Associations Network (CEREAN) “Improving legislative system and realtor technologies - important factors of attracting investors”.

The Conference was organized by Ukrainian Realtors Association - CEREAN member and the only CEREAN representative in Ukraine.

The conference hosted more than 350 participants from 22 countries, representatives of legislative and executive branches of the government, diplomatic corps and public institutions of different countries.

Goals and Mission of the Conference:

- Real estate market condition in the countries of Central and Eastern Europe and perspectives of its development;

- Improving realtor technologies for better work quality during internal and international transactions;

- Study of international experience and improving Ukrainian legislation on issues of real estate market development;

- Increase of investment attraction in Ukraine;

- Improving mortgage lending and insurance on real estate market.

The participants of the conference listened to more than 50 reports the main topics of which were:

- Experience of attracting investment in the economy of the countries and factors determining investment activity;

- Legislative regulations for realtor activity. Certification and licensing in different countries;

- Systems of property and land registration. How to optimize transaction costs. The role of notary in different countries;

- Insurance on real estate market;

- Brokers’ cooperation with mortgage institutions;

- The profession of "Mortgage Broker";

- The foundation for establishing and proper functioning of affordable residentional property market;

- Taxation of property and operations with it;

- Effective real estate agency management;

- Marketing strategies for residential and non-residentional real estate market. REPI project;

- Implementation of customized software program products for real estate companies;

- Modern realtor technologies. Exclusive agreement with owner as basis for creating MLS;

- Code of Ethics and Standards of Practice for real estate professionals internationally.

It’s the first International Conference on issues of real estate market of such a scale held in Ukraine.

During the Conference Arthur Ohanesyan was elected 2005-2006 CEREAN President.

CEREAN is a public, not for profit organization that unites national associations of realtors of Central and Eastern Europe. The organization exists since 1993 and unites more than 14500 realtors from 13 countries.

The goal of the organization is real estate market development in member countries, increase of market operators’ professionalism and approval of ethic standards at the time of transactions.

The major activity of the organization is directed on the agreement of laws which regulate property markets and standards of practice, creation and development of educational programs, research and analisis of real estate markets of member countries, lobbying the interests of operators and consumers of property market, risk insurance, conducting of conferences, seminars, etc.

Annually CEREAN holds conferences in which participate both delegations of CEREAN member countries and business representatives in the area of real estate (financiers, developers, realtors, appraisers, lawyers, etc.) from CEREAN member countries, Eastern Europe, the USA, Canada (usually from 30-35 countries).

The places of holding the Conference until the year 2005 were Warsaw, Budapest, Bratislava, Sofia, Krakow, Saint-Petersburg, Riga.

URA - Ukrainian Realtors Association is an all-ukrainian public non-commercial organization which was established in October, 1995 and unites nearly 500 members from all regions of the country.

As a public union the association aims at establishing economic and legal mechanisms for the forming of a civilized real estate market.

The mission of the organization is uniting of realtors with common issues and interests, protection of its rights, extending of realtors’ opportunities in entrepreneurial, methodical and technical development.
